On March 17, 2022, Associate Professor Yujue Wang and her graduate student Yinuo Wu published an article entitledThink Tank Work Orients to the Building up a Country with Powerful Archivesin China Archives News.
In this article, the authors mentioned that the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Objectives for 2035 clearly defined the goal of building up a country with powerful culture by 2035 for the first time. Under this background, the 14th Five-Year National Archives Development Plan (hereinafter referred to as the 14th Five-Year Plan) once again makes it clear that "by 2025, the archives work will make substantial progress towards legal governance, opening up and modernization, thus forming a new situation of archives development that is suitable for the cause of socialism with Chinese characteristics in the new era and laying a solid foundation for building up a country with powerful archives". One of the important measures is to "build several strategic think tanks for the development of archives by relying on colleges and scientific research institutions ... to provide theoretical support and decision-making consultation for the innovation and development of archives".
Compared with the overall national think tank construction and development, the archives think tank construction started later. Taking "archives" as the key word in China Think Tank Index and China Think Tank Network, it has not been possible to retrieve relevant think tank institutions. In October 2021, Archival Undertaking Development Research Center, Renmin University of China, was formally established, which sounded the clarion call for the construction of archives think tanks in colleges and universities. However, around the needs of building up a powerful archive country, what should think tanks do, how to promote the high-quality development of archives through the supply of think tanks, and at the same time avoid the repetitive and homogeneous construction of archive think tanks as "a brand", etc., which are worthy of deep consideration by archivists.
The authors believe that the construction of a country with powerful archives is a career based on history, the present and the future. Think tank work orients to the building up a country with powerful archives should have a historical, realistic and developmental vision, make clear the current situation of archives development, explore the practical problems of archives development, and judge the development trend of archives.
