Professor Dan Wu Discusses about Human-Computer Collaborative Development in the Construction of Digital Twin Cities

On December 15,Dan Wu, Professor at the School of Information Management, Wuhan University, and Jing Liu, adoctoral student, publishedan articleentitled Human-Computer Collaborative Development in the Construction of Digital Twin Cities in Social Sciences Weekly. The article discussed about the survival risks of digital citizens and the strategies of human-computer collaborative development in the construction of digital twin cities.

The article pointed out that the evolution from a smart city to a digital twin city means that the survival risks faced by digital citizens may develop in a deeper direction. On the one hand, the construction of digital twin cities relies on data, and its collection of citizens' personal data will move towards the panoramic direction, that is, real-time, dynamic and all-round collection of personal data of urban citizens. On the other hand, it is an important function of digital twin city construction to use the simulation results of the virtual world to assist the urban management and decision-making in the real world. However, the realization of this function must be accompanied by the penetration of artificial intelligence technology in management decision-making, and the resulting technical negative effects such as data hegemony and algorithm discrimination may make citizens' social rights unable to be guaranteed.

The article held the viewpoint that the coordinated development of human and computer is the core strategy to promote the construction of digital twin cities and realize the harmonious coexistence between people and technology. First of all, human-computer collaborative development should coordinate the contradiction between data supply and demand, and protect the rights of digital citizens in multi-dimensional space. It should not only protect citizens' right to know and privacy in the process of data collection and utilization from the legal and institutional aspects, but also establish a moral supervision mechanism within the social scope to form a weak supervision on the protection of citizens' legitimate rights. Secondly, human-computer collaborative development should coordinate the division of labor between people and technology in the construction of digital twin cities. It is necessary to clarify the participation mechanism of digital citizens in urban decision-making and management, balance the rights of "human" and "computer", give weight to computer decision-making and manual decision-making, strengthen the role of "human" in decision-making and management, and reduce the technical barriers for digital citizens to enjoy and understand digital services and bridge the technical gap.
